Yes. Scale is based in Tbilisi and works with businesses in Georgia and abroad. The whole process, from the first call to launch, can be done remotely.
Nothing formal. It helps to know what the project should achieve, when you'd like it live, and one or two websites you like. If you already have a site, a logo or a written brief, send the links with your message.
